Rental car fuel policies - and the trap to avoid
Aim for full-to-full. You collect the car full and return it full, paying only for the fuel you use. Avoid full-to-empty (pre-purchase): you pay for a whole tank up front at a marked-up price and get nothing back for what you don’t burn. All-inclusive bookings use a fair, like-for-like fuel policy.
Fuel is one of the quietest ways a cheap rental gets expensive. The policy attached to your booking can swing the real cost by €60-€120, especially on a short trip - so it’s worth understanding the options before you pick up the keys.
The main fuel policies
- Full-to-full (like-for-like) - best. Collect full, return full. You pay only for the fuel you actually use, with no service charge. Keep the receipt from a station near the drop-off.
- Full-to-empty (pre-purchase) - avoid. You pay for a full tank at pick-up, often above pump price, and forfeit any fuel left on return. Great for the rental desk, bad for you.
- Same-to-same. Return it at whatever level you collected it. Fair, but note the exact level at handover.
Why full-to-empty costs so much
Two things stack up: the per-litre rate is usually higher than the local pump price, and you almost never return a car bone dry - so you’re paying for fuel you leave behind. On a three-day rental, the pre-purchased tank can quietly rival the price of the car itself.
How a fair fuel policy works on an all-inclusive booking
All-inclusive rates use the like-for-like approach: you receive the car with a given level and return it the same, so there’s no inflated tank to pre-buy and no fuel service fee. Combined with no hidden counter charges and the excess refunded, the price you’re quoted is the price you actually pay.
Fuel tips at handover
- Photograph the fuel gauge at pick-up and drop-off.
- Fill up at a station close to the return point and keep the receipt.
- Check the policy on your voucher before you reach the counter.
- Don’t pre-buy a tank unless you’ll genuinely return the car empty.
A fair fuel policy, every time
All-inclusive cars come with a like-for-like fuel policy - no pre-purchase trap.

What is the best rental car fuel policy?
Full-to-full (also called like-for-like): you collect the car with a full tank and return it full. You only pay for the fuel you actually use, with no markup or service fee.
What is the full-to-empty fuel trap?
Full-to-empty (pre-purchase) means you pay for a full tank up front, often at an inflated price, and get no refund for unused fuel. On short rentals this can cost more than the rental itself.
Do I get refunded for fuel I don’t use?
Only under full-to-full do you effectively pay for just what you use. Under full-to-empty there is normally no refund for the fuel left in the tank.
